Attorney Charles J. Hilton, J.D., MBA is the founding partner and principal member of Charles J. Hilton & Associates, P.C. Attorney Hilton has over 25 years of experience practicing law within healthcare reimbursement, representing hospitals, physicians and other healthcare providers on a wide variety of accounts receivable issues. He has an additional concentration in workers’ compensation, ERISA law, Act 6 Auto, Insurance Underpayment Appeals, Managed Care grievances and appeals, VA claims and appeals, and prompt pay laws affecting medical providers. Attorney Hilton has litigated cases for healthcare providers against various insurers in both state and federal courts.
Attorney Hilton received his Bachelor of Science in Civil Engineering from the University Of Pittsburgh School Of Engineering, his Master of Business Administration (MBA) from the University of Pittsburgh Katz Graduate School Of Business, and his Juris Doctorate from the Duquesne University School of Law. Mr. Hilton is admitted to practice law in Pennsylvania and Wisconsin.

Stephanie K. Kaplan, J.D. has practiced law for over 24 years as a trial attorney within the Baltimore/Washington, Dallas/Ft. Worth, Cincinnati, and Pittsburgh areas. Attorney Kaplan joined Charles J. Hilton & Associates in 2004. Her efforts are concentrated in assisting healthcare providers with claims litigation resolving denied, pended or underpaid claims. Prior to joining Charles J. Hilton & Associates, P.C., she served as in-house counsel for State Farm Insurance Company as well as Traveler’s Insurance Company where she assisted with claims, criminal defense and personal injury litigation. As an attorney, she has taken over 300 cases directly to either Judge or Jury Verdicts.
Attorney Kaplan received her Bachelor of Arts Degree in English from the University of Maryland, College Park, and her Juris Doctorate from the University of Baltimore School of Law. Attorney Kaplan is admitted to practice law in Maryland, Texas, Pennsylvania and the District of Columbia.

Beth Ann Clark Hilton, J.D. joined Charles J. Hilton & Associates, P.C. in 2005. Attorney Hilton focuses her efforts in healthcare reimbursement law representing health-care providers in various PPO underpay appeals cases, as well as ERISA, auto and workers’ compensation claims. She has practiced law for over 11 years. For over 5 years Attorney Hilton has been focused her efforts within healthcare reimbursement law representing health-care providers in various PPO underpay appeals cases, as well as ERISA, auto and workers’ compensation claims.
Attorney Hilton received her Bachelor of Arts Degree from the University of Tampa and her Juris Doctorate from the George Mason School of Law. She is admitted to practice law in Pennsylvania and a member of the Pennsylvania Bar.

Toni Blue, J.D. joined Charles J. Hilton & Associates, P.C. in 2012. Attorney DiGiacobbe works within the firm’s healthcare reimbursement practice assisting with the preparation of pleadings and research of key legal issues surrounding healthcare law and compliance. She has over 27 years of experience as a practicing attorney.
Attorney Blue began practicing law in 1989 at Buchanan Ingersoll within the firm’s real estate practice. Upon leaving, she joined Tucker Arensberg, P.C. as an associate attorney within the litigation practice. In 1995, she established a sole practice where she served as corporate counsel to several companies including MDX Corporation, Extremity Imaging Partners, and Trench Shoring Services before joining Charles J. Hilton & Associates, P.C. in 2012.
Ms. Blue graduated Magna Cum Laude from the University of Pittsburgh in 1986. She received her Juris Doctorate from Duquesne University School of Law in 1989. Attorney Blue is admitted to practice law in Pennsylvania, Ohio, New York and West Virginia; and is a member of the Allegheny County Bar Association and the West Virginia Bar Association.
MONICA J. HANSLOVAN, ESQUIRE

Monica J. Hanslovan, J.D. joined Charles J. Hilton and Associates, P.C. in 2017. Monica works within the firm’s healthcare reimbursement practice, advising healthcare providers regarding all aspects of healthcare reimbursement and coverage, and representing healthcare providers on insurance underpay appeals, prior authorization and medical necessity denials, automobile and workers’ compensation claims.
Monica has considerable experience in healthcare law. Prior to joining Charles J. Hilton & Associates, P.C., Monica began her career practicing corporate health care law, concentrating on transactional matters, contract analysis, and medical staff bylaws. She then worked as in-house counsel for both a medical device manufacturer and a pharmaceutical manufacturer.
Monica received her Bachelor of Arts degree with high distinction from the Pennsylvania State University, and her Juris Doctor magna cum laude from Widener University School of Law. She is admitted to practice law in Pennsylvania.
